• Welcome by SCOAR Chair and UNOLS Executive Secretary
• Introduction of participants
• Accept minutes of the April 2005 meeting
• Review Agenda for this meeting

11:20 to 12:30 - Agency and CIRPAS Reports

• UNOLS report - Mike Prince
• CIRPAS report - Bob Bluth and/or Haf Jonsson
• Overviews from federal agency representatives

o ONR - John Freitag
o NSF - Jim Huning
o NOAA - Beth White and/or Jim McFadden
o NRL - George Salitsky
o NASA/ICCAGRA - Cheryl Yuhas

12:30 to 1:15 - SCOAR membership - Bane

Suggested procedure: Reappoint the three members who will fulfill their first three-year term as of Feb 2006, and then schedule staggered rotations out of SCOAR during the next three years. SCOAR is still pretty new, and so rotating too many members out now is probably not wise, as it may be too much of a loss of corporate memory.

1:15 to 1:45 - Break

1:45 to 2:30 - White paper on Aircraft in Oceanography - Bane and Riemer

Discussion of the first draft.

2:30 to 3:15 - Community feedback process - All

Following completion of the White Paper, we should draft a letter to be sent to the ocean science community asking for feedback on aircraft requirements and current use of them. We need to create a feedback questionnaire to be sent as a companion to the letter. The response we get back should help us develop plans for a workshop with aircraft operators and earth (or just ocean?) science users and funding agencies to look at enhancements to the research aircraft situation that SCOAR might engage in.
3:15 to 4:00 - Update on developments in ICAP safety standards - Flagg
Revisit also the notion of what specific rules, regulations, procedures, practices, etc might be appropriate for ocean scientists using UNOLS aircraft facilities -- are there any or do we go with what each individual organization does?

4:00 to 4:30 - Preparations for the next SCOAR meeting at a ship institution - Melville and Bane

4:30 to 5:00 - Future Business

5:00 - Adjourn
