0830 Call the Meeting: Dave Hebert, FIC Chair, will call the meeting to order and provide an opportunity for introductions.

Accept the minutes of the March 2004 FIC Meeting.
Review FIC Action/Task List from March meeting

0845 Academic Fleet Renewal Activities and Plans:

FOFC Plans for Update of their Academic Fleet Long-Range Renewal Plan – Bob Winokur
Federal Agency Plans for Fleet Renewal Implementation
- Regional Class Planning – Acquisition Status (NSF)
- Ocean Class Planning – Phase II study and Next steps (ONR, JJMA?)
Revised Vessel Retirement Dates and SLEP Estimates
Ocean Observatory Facility Needs – Ken Brink
Fleet Improvement Plan (FIP) Update
- Review FIP 1995
- Prepare outline for FIP Update
- Review Fleet Utilization and Projections
- Review/identify recent reports on future science initiatives (Futures documents, Millennium Report, etc.)
- Identify areas where additional information and statistics are needed
- Committee Assignments
Ship Design and Construction Efforts – Status reports will be provided at the Annual Meeting. Identify any FIC action items required in the near future. Status on ARRV Design and funding

1300 Science Mission Requirements (SMRs):

· Global Class Mid-Life Refit Planning and Science Mission Requirements

· Handicap Accessibility and New Regulatory Requirement considerations in new SMRs and updates. Use of lessons learned and PCARs in updates to SMRs.

1345 KILO MOANA discussion

·         Review and discuss Debrief responses and post-cruise assessments. Identify any new areas of concern.

·         Review the KILO MOANA’s cruise schedule and debrief assignments.

·         Review response (if any) from FIC’s letter to U. Hawaii.

·         Discuss feedback from WESTERN FLYER and KILO MOANA Captains.

·         SWATH ship motion analysis

·         Review pros and cons of monohull versus SWATH hull characteristics

·         Discuss ways/forums for educating the community on KILO MOANA’s capabilities (or limitations).

1530 Review FIC Action Items and Assignments

1600 Draft a FIC Report for the Council Meeting – Include any recommendations and planned actions.
