Tim Pfeiffer announced that ONR will now fund 100% of shiptime from the facilities budget from now on, similar to NSF.

Allison is double booked with Pelican and should be removed from SAVANNAH schedule.

Can they cover Kevin Brown equipment recovery? PI and STRI have been asked to contact one another and determine if this cruise can be scheduled on URACCA.

Fratantoni  funding is 6 days NSF, 4 days ONR ,NSF days should be linked to STR # 2001071810401109. The Sept. 18th  start date is ONR cruise, link is right

Makris work is a conflict in time with Garvine.  Need to coordinate with Oceanus and Endeavor.

Inzce/NUWC needs two ships, three have it scheduled

Cape Hatteras will be in refit through May, but may be operable in April.  106 days scheduled, 30 days funded plus 11 State days

0233620 Charette (Also on WECOMA) panel is in Oct. may not be funded for 2003 shiptime

Double Bookings

Inzce/NUWC two ships requested, three scheduled

Start with Christensen. Then a Required shipyard.  Schedule is fixed by the Navy programs that are multi ship and with fixed dates.

Balch and Orr requires a ScanFish which has been lost. Will need to find an existing scanfish. 

Summer is a full schedule to be worked out with OCEANUS.  Chen is the only other double booking with OCEANUS.

End of the year schedule goes south, but there are some problems. Limeburner needs to go earlier because of battery life and other cruise conflicts for his personnel. Probably needs to find another ship.

Cutter needs to go in August and Hebert is flexible. 

Need to resolve the Southern work with other ship schedules

Christensen is authorized for 5 additional science days in 2003 for a total of 23.

Double Bookings

NAVO Phys. Oc is double booked

Inzce/NUWC needs two ships, scheduled on three

Chen pending, high probability of funding,

McGillicuddy is funded by NOAA

Need to consider the possibility of doing some Med work with an Intermediate, because too much work there needs to be done at the same time.  This is in the early part of the year when the ships are busy elsewhere, so will need some creative scheduling.

Ocean Exploration work is pending

Pilskaln is declined

Mazel/Navy is funded

Johnsen/Navy is pending (NOT SURE I HAVE THIS ONE RIGHT).

Johns/Navy is pending.  Bill Hahn thought that he wanted the BROWN because of Seabeam.  Need to resolve actual needs

Leaves about 119 days funded.  May have to combine schedules, although there is a lot of sub work which has to be done in good weather.

Landing- no request, no project, remove from schedule

Reid 0221796 ­ recommended for funding.

Visscher is declined.

Pam Reid is funded for 14 Navy days.  Reid is also funded by NSF as well on an EAR award, need to verify how many days.  Original request was for 10 days in 2002 and 25 in 2003.

Grasmueck is declined.

Heil is double booked with PELICAN and has done the work in the first two years on the WALTON SMITH, but NSF would like the cruise on PELICAN unless the PI can provide scientific justification for using WALTON SMITH.

Ingall is going to be declined. (double-booked on several ships)

Total days without Ingall is 221.

PELICAN should be out of the shipyard in mid April.

Bianchi will wait until after shipyard, Rabalais will go on ACADIAN during shipyard.

Schedule shows Corbett from October on with Bianchiıs OCE number.  It is correct earlier.

Allison would be scheduled to go with Heil and the transit to St. Pete would be split between agencies.  Allison is pending and double booked on SAVANNAH, but should stay on PELICAN.

NRL Richardson, one is funded.  Other Richardson and Wang will decided later today by NRL.

Rayborn is pending

Hannifen and Dagg/ NOAA work is pending, Fred Rossmann. will check status.

Rabalais is funded through about July and after that is pending new funding (NOAA)

    1. GYRE

NAVO is pending

DiMarco is a COOP proposal that has not been submitted yet and requests some 2003 Nov/Dec) work but it will not be funded for field in 2003.

Lisa Campbell has one day of funded NOAA work for GYRE which should be added.

    1. LONGHORN

NAVO 22 days is pending

Light schedule at the beginning of the year, can cover PELICAN if necessary

Whopper should be Walpert and Taylor should be from NAVO.

Status of GLOBEC work and Musgrave add on. ­ Kenric

GLOBEC panel is the third week in November and the decisions will impact HELIX schedule and WECOMA.

Musgrave is a placeholder for proposals being submitted for GLOBEC.

Towed undulating vehicle availability is an issue for GLOBEC cruises and several others in the fleet.  NSF and ONR are working with operators to identify available vehicles and how to get another vehicle sooner than later.

Estes work, can go on TIGLAX (?) as in the past

OPP0220717 for Muchow, is still pending.

Coyle NOAA cruise is still pending, probably NMFS

McManus to be funded

194 days total, 80 funded and 114 pending although many are sure to be funded.

Triaxus is an issue for several funded cruises

Huesemann is questionable and triple booked.  Area is flexible. Liz, Fred and Rich will follow up (I believe Rich found out he is not funded)

Chavez NSF proposal is declined

McManus is funded OCE0219615 CHECK THIS # Ok with 14 days total

Bishop is not funded

Collins proposal is ONR project and is funded

Add Boyd NRL if funded, request not in system, pending decision today

New total is 202 days, but still includes Husesemann and NAVO (total 30 days).

Craig Smith NOAA funding status is unknown.  Fred Rossmann will check.

Huesemann funding is questionable triple booked . Rich Muller to check.

Seibel DOE funding status is unknown

Batchelder is place holder for mesoscale GLOBEC work:  (Kenric)

Barth needs to be coordinated with Wheeler on REVELLE

Huesemann is questionable and triple booked.

Bachelder-  get rid of OCE number

Hebert does not need shiptime on WECOMA

Sherr will not go in 2003 if funded

Schedule starts with the PSA in January.

June to September is overbooked

Laske needs to go after September and would prefer to go on REVELLE or THOMPSON. Concerned about OBS deployment (Freeboard) and load limits on KILO MOANA.

Chave and Smith to go to REVELLE schedule

Villareal would prefer a SIO ship because of Blue Water diving support

NEED to find a place for Villareal in summer time

Pfeiffer Navy Survey in December is double booking with earlier cruise, remove.

Potential add on to HOTS for Dunnebier late in 2003 or early 2004 that would make that HOTS cruise 10 days.

KILO MOANA Schedule modified during meeting leaving Villareal, Luther, HOTS (May ­ Oct) not scheduled.  New schedule adds Stabeno first cruise and Eble in the Bering Sea.

  1. Large (Global) Class Research Vessels & ROVs
    1. ATLANTIS/ALVIN

Sohn & Tivey­ Can they use ALVIN instead of ROV?

Tivey canıt use ALVIN so need to consider with ROV scheduling.

Booksh may not be ready for 2003 work

Start on EPR at beginning of the year for work that has been deferred

Then Gulf of Mexico work for Sheppard that was cancelled for 2002

Need to make July  maintenance period longer.

Sohn needs to go before EWING cruise. Originally asked for JASON II but can use ALVIN.

Will revise schedule by putting Kelly in place of Tivey, Sohn moves earlier, expand maintenance time

Need to know if Ocean Exploration and Sheppard be done back to back and in some other part of the year. 

Jon will look at the timing for maintenance periods and squeezing in NOAA cruises.

OıDay is declined.

Cavanaugh changes to pending.

Schedule goes to about 290 days

    1. ROVıs

German cruise is a test cruise of new ROV, this needs a ship sometime after January.

McCartney needs ROV and ship or some other method as early in the year as possible to recover moorings with defective releases.

Debbie Kelly ­ JDF work ­ defer 2nd cruise to 2004

Kelly is higher priority than Chadwick

Polkany to 2004 which is a one year postponement, need to check if this can go to 2004

M. Tivey canıt use ALVIN so need to see about scheduling ROV

Embly in western Pacific and JDF

                  JDF work could use ROPOS, ship time not available and ROPOS may not be avail.

                  Embly Ring of Fire does not need ROV

JASON II switch from THOMPSON to REVELLE in early August

ROV supports Fryer then travels to JDF on board THOMPSON and does Kelly, Johson/Voight.  Then goes to REVELLE and does Becker/Jones and then Chave/Smith to Hawaii

Not covered in 2003: Embly, McCartney, Tivey, Chadwick, Kelly (2nd cruise) and Polkany .

Will use transit to JDF for transportation of Jason II

NOAA work in Bering Sea, Embly, 2nd Brink and Inzce not covered.

Fryer needs OSU coring, conflict with Slowey?? check

    1. REVELLE

P. Wheeler and loading location is an issue because of potential weather problems and pilot requirements getting into Newport in the winter.

Wheeler will be a San Diego to San Diego cruise which reduces the cruise by about 4 days and ensures a better chance of not wasting science days waiting to get into Newport.

Chadwell is deferred from last year.

Chadwick/Becker/Jones becomes Becker cruise with Jones as ancillary project that may add one day, reducing the total by about 7 days which gets Chave/Smith started earlier.

Laske to be scheduled after Hildebrand in Hawaii.

Add two days for Terrel/ONR to transit from Hawaii to Acapulco

Lonsdale and Chadwell will follow Laske.

Polkany after Chadwell in 2004

Villereal still needs a ship, can this be done on NEW HORIZON, WECOMA or THOMPSON?

Weller needs a ship off of Chile for Mooring turnaround  which needs to be in October due to battery life.

Can Byrne and Dick work together on one cruise?

Byrne and  Beal were deferred from last year and H. Dick is completing lost time from previous cruise.

Slowey ­ Insurance issue resolved in that they can work up to twelve miles offshore.

Go to Western Pacific for Navy cruises?

2.              Security Issues and Clearances

  1. ONI ­ Charles Dragronette input
    1. Close to shore and inport are biggest danger areas
    2. Highjackings in Somalia and the Northwest of Indonesia, in the southern Philipines and the passage between Indonesia are an issue but donıt appear to directly affect any planned schedules. May require careful and circuitous routing around Indonesia and Phillipines.
    3. Talked about how things have changed since Sept. 11.  There is no history that says we act differently with regards to ships such as we have with airplanes. For now, ships take the same kind of precautions that should have always been taken.
    4. Ships are at greatest risk entering or leaving port.
    5. Ship crews need some form of organized training on threat awareness and security.  Due diligence dictates that you conduct this type of training.
    6. Situational awareness is the closest to real time intelligence. Threat awareness reports are after the fact and same day at best.
  2.  Specific concerns for 2003 schedules
    1. THOMPSON

Vietnam, most problems are in the north and they are minor thefts, etc.

Transit in and around Indonesia and Philippines.

    1. KNORR

Mediterranean, nothing predictable as a threat that is definitive at this time, but their general feeling is that the Med or the Red Sea are the likely next place for problems.

    1. REVELLE

Ecuador ­ lots of negative activity lately but now the government has taken action to protect an eighty kilometer channel entering port.  The farthest offshore for reported problems is at the pilot station.

    1. EWING

No real problems with the possible exception of Venezuela.

Guayana on the north coast of South America is a problem.  Pilots carry weapons there.

    1. MELVILLE

Southern and Western Africa ­ No dangers offshore in these areas, but the climate in the ports can be dangerous.

Liz has a list of regional security officers.  Call her for names to make contact and get current information on areas the ship will call at ports.

Fish people say that Ecuador is very unhappy with U.S. and there are some problems there.

Will make available charts depicting maritime boundaries.
