    1- Quality

    The 1999 Academic Fleet Review emphasized quality as an issue to be addressed by the community. Areas of concern as identified by the UNOLS Quality Control Committee are:

    The working group should review the issue of Quality Control in the fleet and suggest approaches for RVOC's participation in the effort to address quality assurance from the perspective of the operator.

    2- Personnel recruitment and retention

    We all recognize that highly qualified and well motivated crews have been the strength of our operations. Recruitment and retention has become problematic of late. We are investing more in training requirements particularly as required by STCW. This group would look at what we could do to improve recruiting and retaining qualified crews. Are there opportunities for greater cooperation between institutions and if so what are they? Are there services that could be provided by the UNOLS Office e.g. database of crewmember training and qualifications.

    3- ISM

    Implementation of ISM is currently required for the large ships in the UNOLS fleet  and this requirement may be expanded in the future to include additional vessels. The UNOLS fleet has traditionally taken a proactive role in safety management with the establishment of Research Vessel Safety Standards, RVOC Safety Training Manual and video, and the R/V inspection program. The purpose of this work group will be to develop an RVOC position concerning ISM compliance, implementation and standardization.

    Discussion to be led by Joe Coburn of WHOI regarding the charter of private vessels for research and what requirements exist for the chartered vessel to carry a letter of designation as oceanographic research vessel or Certificate of Inspection issued by the Coast Guard.

    The Round Table portion of our meeting is limited to the Marine Superintendents or their equivalents from the institutions represented at this meeting.

    Marine Superintendents will select and discuss topics of mutual interest.
