Reporting to Government Program Manager, Ship Design Manager (SDM),
and Integrated Product Team Leaders. Responsibilities include providing
various managerial, engineering, technical, and contractual support
to the SDM and to Government members of the Total Ship Engineering and
Program Management Teams for a 12 ship multi-billion dollar U.S. Navy
Program.
Conducting various special studies and technical reviews for both the Total Ship Engineering Team and the Program Management Team. Typical studies involve verifying contractual adherence, drafting metric reports to measure contractor performance, reviewing and validating arrangements, and assessing risk and risk mitigation plans.
Responsible for reviewing various Contract Data Requirements List (CDRL) submissions and drafting correspondence to the contractor on behalf of the Government. Typical CDRL reviews involve: piping diagrams, piping electronic modeling, piping flow calculations, and machinery systems.
Reviewing contractual documentation and providing briefings in support of program integration. Trade off analysis of ship maintainability, functionality, survivability, etc. are often part of this process.
Providing input in the development of contracting strategy and management plans. Typical issues involve acquisition and operational cost control on the Navy's 40 year, full service contract.

Reported to the Vice President of Marine Operations. Responsibilities
included all managerial, supervisory, administrative, production, estimating,
and engineering functions for a 4.8 million square foot marine insulation
contract valued in excess of 16 million dollars. Directed a staff of
20 individuals and a production workforce of 150 individuals.
Developed and implemented a logistics and tracking system that streamlined the ordering, receipt, warehousing, and distribution of project materials valued at approximately 6.5 million dollars.
Designed and implemented a computerized new bid / contract change order cost estimation program that reduced bid turn around time by approximately 50% and promoted market competitiveness through increased bid confidence.
Established a formalized cost control and progress billing system. This system was integrated with sub-systems that track material consumption, labor expenditures, and physical progress of contract.
