1 SCOPE
The intent of this item is to relocate the science seawater overboard
discharge to the port shell so
that the discharge does not interfere with the starboard A frame.

3 REQUIREMENTS
The Contractor shall provide all labor and material to accomplish
the following in accordance
with these requirements. Unless otherwise noted, each item below
shall be accomplished for each
motor operator installed.
References 2.a through 2.e provide applicable ship drawings that
may be affected by this
modification. References 2.f and 2.g provide suggested design
sketches to implement this
specification. They are included as part of this specification.
Reference 2.h provides applicable
MLCPAC Standard Specifications. References 2.i through 2.n provide
other related standards,
specifications, instructions, and technical manuals related to
this modification.
The contractor shall prepare a detailed design package for this
item for review and acceptance by
the Government prior to installation. The design package shall
include design sketches, a
material list, provisioning changes, and test procedures as required.
3.1 In company with the Supervisor, the Contractor shall inspect
and test all equipment,
interferences, and systems that will be affected by this item
to ascertain and document existing
equipment condition. Submit a Condition Found Report for all affected
spaces noting any
discrepancies in equipment or system operation or function.

3.2 In the presence of the Supervisor, isolate, tag out, drain
and secure all affected mechanical,
piping and electrical systems in accordance with reference 2.i.
Cutter personnel will assist in
locating all items to be secured. The Supervisor will accompany
the Contractor for the purpose
of verifying and signing tags.
3.3 Gas Free Certification. Before any hot work can begin, a gas-free
"SAFE FOR HOT
WORK, SAFE FOR PERSONNEL" certificate must be obtained from
a Contractor furnished
NFPA Certified Marine Chemist for the affected space in accordance
with reference 2.n. The
designated area must maintain this certification for the duration
of work on this item.
3.3.1 The Contractor shall remove and dispose of the liquids in
accordance with applicable
local, state and federal laws and regulations.
3.3.2 Gas Free Certificates indicating the current status of piping
shall be posted on the
quarterdeck and at each open access to the affected system. Provide
one copy to the Engineering
Officer.
3.4 Fire Watch. The Contractor shall provide and assign fire watch
personnel for each hot
work operation. Fire watch requirements shall be in accordance
with reference 2.m Section 10
and reference 2.n Section 22, and the following:
Fire watch personnel shall be trained to combat various class
and type fires, and shall
know the regulations, procedures and facilities for sounding an
alarm, and shall carry
them out in the event of a fire. Fire watch personnel shall be
on location prior to the start
of hot work operation. Roving fire watches shall not be permitted.
Fire watch personnel
shall remain on station during the entire hot work operation.
If it becomes necessary for
the fire watch to leave the scene, hot work shall be halted until
the fire watch returns.
Fire watch personnel shall remain at the scene following completion
of hot work for a
minimum of 30 minutes or until the hot work area is cool to the
touch, which ever is
greater, and no smoldering embers remain.
The fire watch personnel shall be equipped with suitable fire
extinguishing equipment to
combat and extinguish Class "A", "B", and
"C" fires. Any discharged fire extinguishers
shall be refilled/re-charged by the start of the next workday.
Selection of fire
extinguishing equipment shall be based on the nature and extent
of the flammables or
combustibles present during the hot work operations and fires
that may occur. Fire
watch personnel shall first attempt to extinguish fires only when
obviously within the
capability of the equipment available. In all other cases the
alarm shall be sounded.
3.5 Contractor shall remove or protect all interferences to the
work that is to be performed.
All interferences that are removed shall be tagged to facilitate
proper reinstallation. The
Contractor shall ensure that all removed equipment is kept in
a clean, dry, protected location.
The Contractor shall obtain concurrence from the Supervisor for
the protective measures taken
for equipment not removed. Obtain concurrence from Supervisor
before disposing of any
equipment or material removed.
3.6 When there is a need to disconnect any wiring or equipment,
the Contractor shall record
all wiring information necessary for use in later reconnection.
Retain all mounting and
connecting hardware for later reuse. Recorded information shall
be submitted to the Supervisor
for approval prior to performing any disconnections.

3.7 Welding shall be in accordance with reference 2.l as modified
by reference 2.k, and
reference 2.l.
3.8 Cofferdams may be required to remove the existing overboard
discharge and to install the
new overboard discharge. The Contractor shall remove the piping
attached to the science
seawater overboard discharge and shall remove the overboard discharge
and patch the hull with
EH36 steel in accordance with reference 2.l. The removed stop
check valve shall be reused on
the new overboard discharge. The present Auxiliary Seawater System
diagram is shown in
reference 2.a.
3.9 The Contractor shall install an overboard discharge with the
relocated stop check valve as
close to the discharge as practical. The discharge shall be in
accordance with reference 2.d page
3 view 3-G and detail 3-G, reference 2.k, and Figure 1A.
3.10 The Contractor shall connect the science seawater discharge
piping to the overboard
discharge, using Figures 1A and 1B as guidance. References 2.c
and 2.d. provide details on
arrangements of the spaces that may be affected by this change.
The new piping shall be in
accordance with reference 2.k, section 505.
3.11 The Supervisor shall approve the exact location of new and
relocated equipment. It is the
responsibility of the Contractor to remove and reinstall all interferences
necessary to complete
the required work for this item. . The Contractor shall ensure
that there is adequate maintenance
access for all new, relocated and adjacent equipment.
3.12 In the presence of the Supervisor, visually inspect all new
welds and brazing in
accordance with reference 2.j, and 2.l as modified by reference
2.k Section 074. Repair all weld
and brazing deficiencies and retest until correct. Provide a written
report of inspection findings
to the Supervisor.
3.13 Perform a hydrostatic test of new and disturbed piping in
accordance with reference 2.k
Section 095 paragraph 505-2. A tightness test shall be performed
of affected watertight bulkhead
and deck penetrations in accordance with reference 2.k paragraph
192. The Supervisor shall
verify this.
3.14 Perform operational testing by operating the science seawater
system, and ensuring that
water is discharged overboard through the new discharge.
· NOTE: FOLLOWING INSTALLATION, ALL SYSTEMS AND EQUIPMENTS
OF
AFFECTED SHALL BE RESTORED TO, AS A MINIMUM, ITS PREVIOUS
OPERATIONAL CONDITION. FOR ALL EQUIPMENT OR SYSTEMS UNDER
CONTRACTOR CONTROL DURING PERFORMANCE OF THIS ITEM, CONTRACTOR
SHALL BE RESPONSIBLE FOR PROTECTING OPEN EQUIPMENT/SYSTEMS,
RENEWING LOSSES AND REPAIRING DAMAGE.
3.15 The disturbed piping and bulkheads and disturbed hull plating
shall be prepared, painted
and insulated in accordance with references 2.b and 2.e. While
the discharge modifications do
not interfere with the underwater hull coating system, touch up
any damaged area of Inerta
coating with high build epoxy paint.

3.16 All outdated label plates shall be removed and the bulkheads
cleaned of adhesive. All
new items shall be provided with appropriate labels and markings
in accordance with reference
2.k Section 602.
3.17 Restore all items that were stored for re-use.
3.18 Restore all work areas to a clean condition.
3.19 In the presence of the Supervisor, the Contractor shall clear
all Danger and Caution tags
from all affected mechanical and electrical equipment in accordance
reference 2.i. Restore all
affected mechanical and electrical equipment to normal operating
condition. In company with
the Supervisor, the Contractor shall inspect and test all interferences
affected by this item to
verify proper operation.
3.20 The Contractor shall coordinate tests and inspections with
the Supervisor to minimize
production delays.
3.21 Upon completion of work, the Contractor shall mark-up and
submit to the Supervisor for
approval two sets of the blueline prints of reference 2.a with
erasable red pencil noting the
changes per Reference 2.h. Upon approval by the Supervisor, the
Contractor shall submit two
markups to USCG MLCPAC (vs-tech), Coast Guard Island Bldg. 50-8,
Alameda, CA 94501-
5100.
3.22 The Contractor shall turn over all technical documentation,
manuals, and information for
new equipment as part of the documentation requirements.
